A new 15 minute city

Our framework masterplan transforms Ireland’s largest brownfield regeneration site into an integrated place to live, work and embrace Cork’s unique waterside culture.

The world’s second-largest natural harbour, Cork is a city defined by its relationship to the water. The framework masterplan will open up access to the waterfront for everyone and stitch the area back into the city. The quays are reclaimed as active public space, continuing the legacy of locating civic uses along the waterfront.

The framework masterplan integrates a nature-based water management strategy and improved flood defences, strengthening Cork’s resilience in the face of the rapidly shifting climate. By retaining and repairing the quay wall, jetties, and other maritime infrastructure, the design will reinforce the connection between Corkonians and the Lee.

The masterplan sets out the design principles that will inform each development within the area, creating characterful, unique neighbourhoods that also respond to the wider historic context and natural environment.

Five kilometres of riverside public realm, reinstating the historic Navigation Walk from Cork City Hall to Blackrock Castle, will ensure that the quays remain a central part of public activity. The restored quay wall acts as a consistent linear element, supported by associated heritage infrastructure.

The project will boost Cork City’s physical size and population, so it was hugely important to introduce sustainable transport links. Supported by new infrastructure, 75% of journeys will be made by walking, cycling, or public transport, turning the docklands into a 15-minute city.
